Because Old Guy, the statement a law was broken is only just that, a statement - an assumption - a claim for what ever purpose - often intended not necessarily to arrive at truth but to prove a point - until proven a court of law.
Remember the words - guilty until proved innocent - that is Eureka Law. The real law works the other way around.
So Beau is charged with a bunch of tax-related felonies. One voting infraction. The situation is frequently discussed as a politically-motivated issue.
Kim is accused of signing building permits. Also alleged felonies. The situation is frequently discussed as a politically motivated issue.
What is the difference between these two situations?

I mean even a mensa man can admit it in public and get off because he didn't intend to. It would seem to me if you are non-mensa you could get by with damn near anything!!
So, pray tell, what is all the confusion about?

In the matter of voting, the former mayor did not need to prove anything, mensa or no mensa on the table, rasa or no rasa on the tabla, cacti or no cacti on the mesa.
The judge ruled (based on several precedents in case law) that the prosecutor must prove intent. The prosecutor admitted he could not and the case was closed.

And the writ of mandamus will likely not even make it to court.
The guns firing at Bo from behind the bushes and the girls waving this writ around are not even in the same league.
Where are the big guns and what are they up to now?

A writ of mandamus comes from a court, not to a court.
An individual may petition a court for a writ of mandamus but I believe the Arkansas Supreme Court can issue one without a petition, given evidence of offenses known but not prosecuted.
The Arkansas Supreme Court also has the authority to discipline attorneys including suspension and disbarment.
