Among the various laws in the Arkansas Code governing a City Manager form of government are these highlights:

A petition with a number of signatures by lawful local voters equal to 15% of the total votes cast for all mayor candidates in the most recent election must be presented and certified.

After certfication an election can be called by the mayor to change from i.e. a Mayor/City Council form to a City Manager form.

If the election fails, the process can be tried again after four years.

If the election succeeds, a second election must be held changing a (6 person) city council to a 7 person Board of Directors.

The Board of Directors may enter into a contract with a city manager.

Residence requirements for a city of 6,000 population or less specify that the city manager may live in the county.
